SECTION
1: BORROWING PRIVILEGES
By
signing the library signature card, a patron
agrees to follow the library rules and guidelines.
The patron's signature also acknowledges responsibility
for the items and charges, which may be attached
because of lost or stolen books and overdue
charges.
All
cards require that the person receiving the
card be present at the time the card is issued
or used.
1.
IN THE CITY OF POPLAR BLUFF--CITY RESIDENT REGISTRATION
A.
Eligibility requirements for persons living
in the city limits (city residents) of Poplar
Bluff, MO.
-
A resident is any person four years of age
or older who lives within the city limits
of Poplar Bluff. No "fee" will be collected.
The patron application form must be completed.
Replacement of lost or stolen cards is $3.00
(effective January 2, 2004). Applicants 16
years and younger will be designated as juvenile.
Applicants 17 years and older will be designated
as adults.
- No
resident may be issued a new card or have
a card renewed if any charges are unpaid.
- New
resident cards will expire in one year. Other
cards will have a minimum of one year before
next expiration date.
B.
Two pieces of identification are required.

Verification of address must include two of
the following:
a.
Valid Missouri driver's license with current
address
b. Listing in city directory
c. Personalized checks with current address
d. Valid documents (rent receipts, postmarked
letter, voter registration card) and identification
e. State or government photo ID.
C.
Social Security Number is required for all applicants
BEFORE a card is issued. If a legal document
is shown with a unique identifying number such
as an alternate Driver's License Number, it
will be accepted as a substitute. No cards will
be issued WITHOUT a Social Security Number or
this unique identifying number on an "official
document." This includes minors.
2.
OUTSIDE OF THE CITY-NONRESIDENTS REGISTRATION
A. All nonresidents will provide the same documentation
for identification as required for residents.
B.
Nonresidents must live in a county contiguous
to Butler County. Those counties are: Carter,
Clay, Dunklin, Ripley, Stoddard, and Wayne.
C.
Each person in the household must meet the identification
requirements, but no additional fee will be
required. Nonresidents will pay a $25.00 annual
fee (effective January 2, 2004), which provides
services for each family member residing in
the household. Exceptions to the annual fee
are as follows:
EXCEPTIONS:
A nonresident who pays property taxes for
real estate in the city limits of Poplar Bluff
will not pay a nonresident fee. A copy of
the paid tax bill must be presented each year.
Card type is nonresident.
- A
nonresident who attends Three Rivers Community
College will not be charged a nonresident
fee. Proof of enrollment is required. Cards
are issued for the semester enrolled. Card
type is TRCC.

Any child enrolled in a Butler County School
K-6 will not pay a card fee. Parent must
provide identification for child and parent.
Card type is YOUTH.
-
Any student living in Butler County attending
the Poplar Bluff High School or Junior High
will pay $1.00 per school year for a card.
Card type is Butler County Student (BCS).
Student must show school identification
to acquire the card each year.
3.
PERSONS LIVING OUTSIDE THE ABOVE GEOGRAPHICAL
LOCATIONS-VISITORS.
Persons
living outside the above geographic locations
may be issued a VISITOR CARD.
A.
All requirements for identification must be
met. This includes a Social Security Number.
B. This card is issued for 90 days at a cost
of $10.00.
C. Renewal of the card is also $10.00 per
renewal.
D. The card is limited to 5 items checked
out and does not allow renewals.

4.
OWNERSHIP OF LIBRARY CARDS
All
cards issued by the Poplar Bluff Public Library
remain the property of the Poplar Bluff Public
Library and may be repossessed by the Library
for the violation of library rules or misuse
of the card.
5.
CONFIDENTIALITY OF RECORDS
It
is the policy of the Board of Trustees of the
Poplar Bluff Public Library to insure the privacy
of the users of its services and to consider
any library records to be confidential in nature.
No
library circulation records shall be made available
to members of the public, the press, or any
agency of state, federal, and local government,
except pursuant to such process, order, or subpoena
as may be authorized under the authority of
and pursuant to federal, state or local law
relating to civil, criminal, or administrative
discovery procedures or legislative investigatory
power. Any costs incurred by the Library in
any search through patron records, even under
court order, shall be chargeable to the agency
demanding such search.
Library
records are for the sole purpose of protecting
public property and are not to be used directly
or indirectly to identify the types of materials
used by individual library patrons. A parent
or guardian or a minor child will be given access
to the circulation records of that child if
the parent or guardian is in possession of the
child's library card and is able to provide
appropriate identification for him/herself.
6.
LENGTH OF LOANS
Circulating
materials are checked out for a period of two
weeks and may be renewed once for the same period
if there have been no calls for the book during
the check out period. No more than fifty (50)
titles may be checked out at one time.
7.
CHANGE OF ADDRESS
All
registered patrons of the Poplar Bluff Public
Library are required to inform the Poplar Bluff
Public Library of any change of address. If
at any time mail sent to a patron by the Poplar
Bluff Public Library is returned, or if the
Library learns by other means that the address
on file is no longer accurate, the patron's
library card will automatically blocked. The
patron will need to re-register according to
the procedures outlined for Registration to
place the card in "good" standing.
8.
APPEALS
Anyone
who believes that he/she has been unfairly denied
a library card may appeal to the Library Board.
Notice of an appeal should be made in writing
to the Library Director, who will inform the
appellant of the date of the meeting at which
the appeal will be heard.
9.
BORROWERS WITH OVERDUE ITEMS OR FINES
Patrons
will not be permitted to check out library materials
and their card will be blocked when they owe
fines and fees that total $1.00 or more. Library
materials will be considered lost when they
are 12 weeks overdue. Patrons will be expected
to pay for the replacement of lost materials.
An additional service fee will also be charged
for lost materials.
The
Library will rely on the Office of the District
Attorney for collection or appropriate legal
remedies to obtain the return of or payment
for overdue library materials.
When
informed that a patron has overdue books or
owes fines at another library, the Poplar Bluff
Public Library will deny borrowing privileges
until those materials are returned or the debt
is paid.
10.
FINES AND SERVICE FEES
The
Library Board in consultation with the Library
Directory has established the following schedule
of fines and service fees (effective January
2, 2004):
A. Books - There is an overdue charge of 10 cents per day up to a limit of $5.00 per book.
B. Audiobooks - There is an overdue charge of 10 cents per day per title up to a limit of $5.00 per title.
C. Videos - A charge of 50 cents per day is charged up to $5.00 per video. There is also a charge of $1.00 per video returned in the book return in the parking lot. Videos may be returned in the book return at the front of the building.
D. Magazines - A charge of 10 cents per day up to a limit of $5.00 per magazine.
E. Interlibrary Loans - There is a charge of $3.00 per book for interlibrary loans. Charges made for copies of magazine articles and other fees levied by the lending libraries for interlibrary loan activity will be charged against the borrower.
F. Faxed Materials - Materials may be faxed on the library fax machine for $2.00 for the first page and $1.00 per each additional page. There is no charge for a cover page, but it is required. Faxed materials may be received by patrons for $1.00 for the first page and $0.50 cents per each additional page.
G. Computer Generated Copies - There is a charge of 15 cents for printing to the black and white network printer. There is a charge of $1.00 for printing to the colored network printer. Students in grades K-12 are not charged a fee for homework printouts. (Rev. 11/1/2004)
H. Copies of public records is ten cents ($.10). SB1020 made this change to the Missouri Sunshine Law in 2004. (Rev. 11/1/2004)

11.
DAMAGED OR LOST MATERIAL CHARGES
There
will be no charge for normal wear and tear on
any item.
If
an item is damaged by a patron so that further
circulation is impossible, the patron will be
charged the full replacement price of the item
plus a processing fee. Fees will charged as
follows:
Removal
of barcode - $1.00
Rebind book - Current binding price
Materials lost or damaged beyond repair -
(Current retail price as listed in Books in
Print plus a $2.00 processing fee.)
Materials that can be repaired by library
staff - $2.50
Damage
to material will be assumed to be accidental
unless there is reason to suspect otherwise.
Patrons found defacing or destroying library
materials shall be required to pay for a replacement
copy plus a processing fee, and will have their
library privileges suspended. Legal action may
be taken if the damage is extensive.
12.
ELECTRONIC RESOURCE POLICY
Electronic
access to materials and information in today's
economy and global environment is a part of
doing business for library patrons. As the internet
explosion has changed businesses and schools,
it has also become a requirement for public
libraries to provide the resources. Because
of the cost of these resources and the need
to use equipment to view the materials, additional
procedures and policies must be implemented
in addition to the policies for printed materials.
The
electronic resource policy is also affected
by the passage of the Neighborhood Children's
Internet Protection Act (NCIPA). This act requires
that libraries that receive E-rate discounts
create policies and procedures to provide a
safe environment for children. An "Internet
Safety Policy" has been approved by the Board
of Trustees, which meets the guidelines set
forth under this act. In addition to this safety
policy, additional monitoring of the public
computers is required from MOREnet. MOREnet
is the statewide internet service provider (ISP)
for public libraries in the state and requires
a log of users for security purposes.
The
demand for these resources is great; space and
money are not. These resources are made available
to library patrons with valid library cards
for one hour each day.
It
has been a common practice nationwide to provide
internet access to visitors. The Poplar Bluff
Public Library issues a one time visitor use
card to meet this need.
Security
software has been installed to protect equipment
and resources from being damaged, changed or
altered in any way.
Software
has been installed on all public access computers
to provide filtering, security, and tracking.
Filtering is turned on for children under the
age of 16 and can be removed by staff upon request.
Adult
and children must read and accept the electronic
use policy statement before using these resources
at each login.
The Library Director may withdraw for a temporary
or permanent time use of electronic resources
when abuse is documented. This withdrawal is
usually, limited to use of electronic resources,
but if the abuse is continuous or results in
damage to library equipment or resources, the
patron library card may be withdrawn. A patron
has the right to appeal any decision made by
the Director to the Board of Trustees at the
regular monthly Board meeting.
Examples
of misuse include the following:
Accessing
pornographic sites or chat rooms
Sending emails, which are obscene.
Sending any message or package to another
computer or site, which was unsolicited.
Changing, altering, deleting, or any process,
which impacts the software or equipment of
the library or on the internet. (This includes
placing icons on the library desktop or shortcuts
on the desktop, which were not created by
library staff.)
Changing passwords, attempting to change passwords,
or any other act which bypasses the library
security, tracking, or login scripts installed
on computers.
Sharing a library card or library card number
with anyone. (Patrons are responsible for
any activity assigned to their library card.)
Parents
are responsible for children using the library
computers. Not following library guidelines
will result in privileges being withdrawn for
the child and the responsible adult.
As
a general rule, the Library Director, will withdraw
internet privileges for 90 days for the first
offense. A parent will also be informed in writing
when a child's actions have resulted in a temporary
withdrawal of privileges.
A
second offense will result in permanent withdrawal
of internet privileges.
Parents
are responsible for the actions of their children.
A second "breaking the rules" can result in
the parent also losing internet privileges.

SECTION
1: RESPONSIBILITY
a.
The Poplar Bluff Public Library does not monitor
and has no control over the information accessed
through the Internet and cannot be held responsible
for its content.
b.
The Library upholds the right and responsibility
of parents to determine and monitor their children's
use of all library materials and resources.
c. Parents and guardians, not library staff,
are responsible for the Internet information
selected and/or accessed by children.
SECTION
2: PROCEDURES
-
All internet users must use "valid" library
card. (This includes temporary cards issued
by staff.)
-
Users must agree to the Internet Access Policy
statement in order to access the Internet.
-
Since space is limited and increased noise
from group conversation is disruptive to others,
the librarian asks that no more than two people
gather at one station.
- Staff
may issue a temporary card to "visitors" or
students. (All users must be tracked for security
purposes and to meet guidelines set forth
by MoreNet, the library's ISP provider.)

3: DOWNLOADING FILES
Downloading
files is NOT permitted.
SECTION
4: INTERNET TRAINING
Library
staff cannot provide in-depth training concerning
Internet computer jargon or personal computer
use. Because of library scheduling, Internet-trained
staff may not always be available.
SECTION
5: PRINTING
Two
laser printers-one black/white and one color--are
available for printing information from the
Internet computers. Users are responsible for
printing costs of 15 cents per page for black/white
copies and 25 cents per page for color copies.

6: SCHEDULING
Use
by patrons shall be on a first come, first served
basis.
SECTION
7: E-MAIL ACCOUNTS
The
library does not offer electronic mail accounts.
Patrons may access their e-mail accounts if
they know the Internet address of their private
accounts.
